Form GSTR-9 is the annual return for eligible regular GST taxpayers. It consolidates details of outward and inward supplies, input tax credit, tax paid, refunds, demands, and other transactions reported for a financial year.
Accurate annual-return filing requires reconciliation of GSTR-1, GSTR-3B, auto-populated GST data, books of account, and financial statements. Differences should be investigated before the return is filed because a filed GSTR-9 cannot ordinarily be revised.

GSTR-9 is an annual consolidated return under Section 44 of the CGST Act for registered persons to whom the annual-return requirement applies. It summarises the supplies, input tax credit, tax payments, refunds, demands, and specified disclosures for the relevant financial year.
The return is prepared GSTIN-wise. A person holding registrations in more than one State or Union Territory must determine and complete the requirement separately for each GSTIN.
GSTR-9 is not a substitute for monthly or quarterly returns. The applicable GSTR-1 and GSTR-3B returns for the year must first be furnished, and their data should be reconciled with the books before annual filing.
Form GSTR-9 generally applies to regular taxpayers, including eligible SEZ units and SEZ developers, who were registered for any period during the financial year. The exact requirement must also be checked against the exemption notification issued for that year.
The Government has granted annual exemptions to registered persons whose aggregate turnover does not exceed the notified limit, commonly ₹2 crore for recent financial years. Taxpayers should verify the notification for the particular year instead of treating the limit as a permanent exemption.
Composition taxpayers do not file GSTR-9. For periods from FY 2019-20 onward, their annual-return reporting is generally handled through Form GSTR-4 under the prevailing composition-return framework, rather than the older GSTR-9A process.

A registered person whose aggregate turnover exceeds ₹5 crore during a financial year is generally required to furnish Form GSTR-9C along with the annual return. GSTR-9C reconciles the figures reported in GSTR-9 with the annual financial statements.
The statutory due date is ordinarily 31 December following the end of the relevant financial year. For example, the ordinary due date for a financial year ending on 31 March is 31 December of that calendar year. The Government may extend the date through a notification, so the deadline displayed on the GST Portal and current notifications should be checked before filing.
Contains the financial year, GSTIN, legal name, and trade name. Core registration details are generally auto-populated by the GST Portal.
Reports supplies on which tax is payable and supplies on which tax is not payable, including taxable supplies, exports, SEZ supplies, exempt supplies, nil-rated supplies, and non-GST supplies, as applicable.

Some fields are auto-populated and may be non-editable. Auto-filled figures should still be checked against returns and records; their appearance on the Portal does not establish that the underlying treatment is correct.
Confirm the GSTIN's registration status, PAN-based aggregate turnover, notified exemption, and whether Form GSTR-9C also applies.
Ensure every applicable GSTR-1 and GSTR-3B return for the financial year has been filed before beginning the annual return.
Compare return data with sales, purchases, ITC statements, ledgers, e-invoices, financial statements, exports, refunds, and demands. Investigate every material difference.
Log in to the official GST Portal, choose Services, Returns, and Annual Return, and select the relevant financial year.
A nil GSTR-9 may be selected only when all Portal conditions are satisfied, including no outward or inward supplies, ITC, refund, liability, demand, or late fee for the year.

Generate the PDF or Excel preview and conduct a final review. Once filed, Form GSTR-9 cannot ordinarily be changed.
Use the Portal to compute late fee, if any, and pay it through the electronic cash ledger. Additional tax liability disclosed through annual reconciliation is generally paid using Form GST DRC-03 as applicable.
Select the declaration and authorised signatory, then file using DSC or EVC. Save the ARN and filed PDF or Excel for the records.
Filing after the applicable due date can attract a late fee under Section 47, subject to the statutory rate, turnover-based relief or caps, and notifications applicable to the financial year. The Portal computes the late fee during filing, and it must generally be paid in cash before submission.
The annual return cannot be used to claim additional ITC. Where the reconciliation reveals unpaid tax, the taxpayer should evaluate and discharge the liability with applicable interest through the prescribed mechanism, including Form GST DRC-03 where appropriate.
