Why Do Traders Need ICEGATE Registration?

ICEGATE Registration is mandatory for electronically filing customs documents required during the import and export process.

Without a registered ICEGATE ID, users cannot submit customs documents online through the ICEGATE portal.

• Shipping Bills: Required for exporting goods from India, containing details of the shipment, value, and destination.
• Bill of Entry: Required for importing goods into India, providing information regarding imported goods, applicable duties, and customs clearance.

Transaction Types Eligible for ICEGATE Registration

Primary Transaction Types

• Exports: Enables electronic filing of Shipping Bills for exporting goods from India.
• Imports: Facilitates electronic submission of Bills of Entry required for customs clearance of imported goods.
• IGM (Import General Manifest): Used by shipping lines, airlines, and cargo agents to declare cargo arriving in India.
• EGM (Export General Manifest): Allows exporters and shipping agents to submit details of cargo being exported from India.
• Consol Manifest: Enables consolidators to file consolidated cargo details for efficient customs processing.

Additional Transaction Capabilities

• Query Replies: Submit and manage customs-related queries electronically for quicker resolution.
• Amendments to Bill of Entry (BE) and Shipping Bill (SB):Modify customs documents whenever corrections or updates are required.

Documents Required for ICEGATE Registration

The documents required for ICEGATE Registration vary depending on the category of applicant.

Types of ICEGATE Registration

Important Note

Entities registered under the Simplified Auto Registration category have limited functionality and are not permitted to submit customs documents through ICEGATE. This registration is intended for users who require basic access to portal information and limited online services.

ICEGATE Registration - Applicable Customs Ports

A single ICEGATE Registration enables users to conduct transactions across all Electronic Data Interchange (EDI) enabled Customs Ports in India, eliminating the need for separate registrations at individual customs locations.

DGFT Guidelines for ICEGATE Registration Process

The Directorate General of Foreign Trade (DGFT) has prescribed guidelines for entities registering on the ICEGATE portal, particularly those intending to file customs documents through the Remote EDI System (RES).

• Prompt Registration for IEC Holders: IEC holders intending to file documents electronically should complete registration through the new ICEGATE Registration Module at the earliest.
• Digital Signature Certificate (DSC): Applicants should keep their Class III Individual Type DSC token ready before initiating the registration process.
• Mandatory DSC Upload: The Digital Signature Certificate must be uploaded during registration to authenticate the applicant's identity and ensure secure electronic transactions.
• PAN Verification: Applicant PAN details are cross-verified with the Income Tax Department database. A scanned copy of the PAN Card must also be uploaded.
• Name Consistency: The applicant's name entered during registration should exactly match the name appearing on the PAN Card to avoid verification issues.
• CHA Employee Registration: Only G-Card holders are permitted to register as Custom House Agent (CHA) employees because they are authorized to digitally sign documents using a DSC.
• Parent & Child User Registration: Each entity may register one Parent User, while additional users can be created as Child Users under the primary account.
• ICES Registration Number: The ICES (Indian Customs EDI System) Registration Number entered during registration is used for verification and retrieval of information from ICES directories.
• Data Verification: Registration processing begins only after the applicant verifies and confirms all the information entered in the application.
• Authority to Disable IEC Authorized Person: If an IEC Authorized Person is no longer associated with the IEC holder, the IEC holder can disable that user's access through the ICEGATE Registration Module.
